This study of the writings of officials sent by the Southern states to other Southern states for the purpose of encouraging secessionist opinions seems to indicate that slavery was indeed the primary cause of the Civil War. Historian Dew has collected letters, speeches and other writings from commissioners in which they ratchet up their rhetoric and engage in what would later be called attack politics and negative campaigning.
